It will be observed from the Abstract that
while the total increase in Personal Emoluments is $121,419
the total decrease is $143,862 shewing a net saving of
$22,443. The re-arrangement in the Estimates of the
establishments of the Medical and Railway Departments is I
consider an improvement especially in the case of the
latter.

In my address to the Legislative Council I
have dealt so fully with the principal items under "Other Charges" and "Special Expenditure" that it is unncessary
to recapitulate them, but I would draw special attention to item 45(b). The road in question does not figure in the
programme of roads submitted in my despatch No.296 of 21st
August, 1914, and has not previously been brought to your
notice. My reason for including it in the programme of
works now is that its construction would, I am convinced,
lead to considerable development principally on the part
of Chinese who in anticipation of the railway taking a
route through the western portion of the New Territory, as
had at one time been proposed, acquired considerable areas
